On February 28, 2013, the State-owned Assets Supervision and Administration Commission of the State Council organized a meeting. China Metallurgical Group and China Chengtong Group signed a formal agreement in Beijing. The MCC Paper Group was integrated into China Chengtong Group as a medium-sized enterprise internal resource integration method. Yinhe Paper, a subsidiary of the Paper Group, was placed under the Chengtong Group and managed by China Paper, a subsidiary of Chengtong Group.
From August 12 to 13, 2013, Ma Zhengwu, chairman and party secretary of China Chengtong Holding Group Co., Ltd., went to the first line of Yinhe Paper.
