On February 28, 2013, the State-owned Assets Supervision and Administration Commission of the State Council organized a meeting. China Metallurgical Group and China Chengtong Group signed a formal agreement in Beijing. The MCC Paper Group was integrated into China Chengtong Group as a medium-sized enterprise internal resource integration method. Yinhe Paper, a subsidiary of the Paper Group, was placed under the Chengtong Group and managed by China Paper, a subsidiary of Chengtong Group.
